FENCERS NEWS SEPTEMBER 2000
THE OLYMPIC MONTH
| Tuesday, 28 September 1999 To: Members of the Youth Committee, Organisers of Registered Events, Acting Chairman of the Board, Chairman International Committee, Gillian Kenneally, British Youth Championships circulation list, Chairs of Regions and Sections, Chairs of Home Countries, Editor of the Sword, Ruth Crawford (Scottish Fencing) Dear Colleague,..................Accordingly with effect from January 1st 2000 it will be forbidden for youngsters under the age of 13 to compete in any event open to fencers over 18. The datum line will be 1st January in the season concerned. This applies to all County, Regional and National Events run by British Fencing, or under their auspicious, and all registered events. It should be noted that this applies to all events run at Regional or County Level. ----------------------------------------- It is accepted within the UK that the Season runs from 1st September to 31st August. Hence for youngsters to fence in the forthcoming season they will have to be 13 years of age on January 2001. I would like to thank all of you who have pointed out to me that it could be possible to interpret the ruling differently, but as far as I can see the only real question is what is the season? I think it is generally accepted within the UK, and this is a UK ruling, that the season runs from September to September. This was a Board decision and cannot be changed, except by the Board or an EGM. The next Board Meeting is Sept. 30th, so even if there was a general wish to change the rule it could not come into effect till September 2001. Accordingly no British Fencing event, or Registered Event, may permit children born later than 1987 (if my maths is right!) to fence in any event involving fencers O18 in the forthcoming season, starting Sept. 1st 2000.At the moment British Fencing can insist that events follow our safety rules, the U13 rule is regarded as a safety rule, and the general rules for competitions; but if an individual organiser of a registered event wishes to impose a higher age limit then they are within their rights. As you can see the letter was sent to a large circulation list, including the Editor of the Sword. Someone has searched an old edition of the Sword and found that the statement in the Sword misses the crucial phrase "the datum line will be 1st January in the season concerned", but the above ruling is the one in force. I hope the above clears up any misconceptions, any further questions please contact me directly, thanks. John Ramsay |
