Stakeholder Pensions - Current Views

Colin Grindle (Head of Pensions, Lloyds TSB) started the meeting with his own personal views on the development of stakeholder pensions from the perspective of the employer. Colin explained that he thought changes in remuneration and working patterns would mean that the flexibility of stakeholders may be attractive to some parts of the working population. Stakeholders may well sweep up pension provision for a lot of those people who currently have no provision, but Colin was also concerned that those employers with existing good quality occupational pension schemes, particularly defined benefit schemes, might use this as the driver to reduce the level of pension provision. In doing so they could avoid potential accounting problems and at the same time "blame the change on the Government".

Adrian Boulding, Pensions Strategy Director, Legal & General, was speaking on behalf of the pension providers, and was very enthusiastic about stakeholders. He believed that there was a lot of good quality business out in the market, but that the providers should get in there sooner rather than later. Also before getting into the market the providers must appreciate that, because there are no front end loads, it may be a while before anyone makes a profit on this type of business.

Philip Telford, Senior Policy Adviser, Consumer Association started by giving a bit of background on the role of the Consumer Association in pension provision before going on to give his views on the pros and cons of stakeholder pensions. He sees a lot of attractions for consumers particularly stakeholder pensions' relative simplicity and low charges, and automatic deduction of contributions via payroll. However, like Colin, he has concerns about the impact on good employers' schemes.

Following the presentation there were a number of questions covering wide ranging issues including education, provision of advice, compulsion, range of investment choices including with profit funds, and experiences abroad including 40lKs and the American sitcom "Friends".
