Biographical Details: Although the exact details are unknown, Dukat's father was tried on Cardassia and executed for an unspecified crime. According to Garak, responsible for bringing him to trial, Dukat's father stated at the trial that his biggest flaw was that his ambition outweighed his patriotism. Dukat, however, believed that his father's biggest flaw was in trusting Garak. Dukat had at some time tried to execute Garak, but did not for unknown reasons. He would later regret not going through with the execution. In 2353 Dukat's secret Bajoran love interest, Tora Naprem, gave birth to a daughter named Ziyal. As Prefect of Bajor and commander of Terok Nor (later designated Deep Space 9 by Starfleet), Dukat ordered the abduction of Kotan Pa'Dar's son Rugal in 2362. Pa'Dar was a long time political enemy of Dukat's and he was hoping to use the incident, based on strong Cardassian beliefs in family unity, to discredit Pa'Dar sometime in the future. Rugal, believed killed by a Bajoran terrorist raid on his home, had actually been kidnapped and brought to the Tozhat Resettlement Center as an orphan by one of Dukat's officers. He was adopted by Bajorans and taught to hate his Cardassian heritage. Dukat attended the funeral of Gul Darhe'el on Cardassia Prime in 2363. In 2365 he enlisted the services of Odo in the investigation of a Bajoran chemist who had been murdered on the station. He told Odo that he needed a neutral party to conduct the inquiry because none of the Bajorans would cooperate with the Cardassians. Although this was indeed true, Dukat also needed to distance himself from the investigation because the murdered Bajoran, Vatrik, was a collaborator with the Cardassians and reported directly to Dukat. He had previously seen and been impressed with Odo at a reception held for the Cardassian High Command at the Bajoran Center for Science in 2363. Although Odo was unsuccessful in solving the crime Dukat kept him on as station security chief. In 2366 he realized that the Cardassian occupation of Bajor was coming to an end and decided to have Naprem and Ziyal taken to Lissepia. Both were put aboard the prisoner transport Ravinok, which was to rendezvous with a Cardassian freighter which would take them to Lissepia. Ravinok never arrived at the rendezvous and no immediate indication of the ship's fate was found. Later in 2366 Dukat survived his fourth assassination attempt, this one involving a chambered plasma grenade thrown at him while he walked the promenade. Three Bajorans-Timor Landi, Jillur Gueta and Ishan Chaye-were arrested and charged with the crime in spite of any sold evidence to implicate them. The three were publicly executed on the second level of the promenade. Security Chief Odo soon discovered that all of the available evidence did not implicate the Bajorans and that his investigation had been flawed and hurried. At the time of the bombing Dukat was walking with a young Bajoran women, one chosen as a companion for the lonely Dukat, who wished only to have someone to talk to. At some point in his career Dukat had dealings with Obsidian Order agent Elim Garak regarding an arms merchant. Years later in 2371, when it seemed apparent that Garak would be returning to the Obsidian Order (following his earlier exile from Cardassia), Garak noted that he would have to look up Dukat and possibly see to Dukat's execution. He lost command of Terok Nor in 2369 after the military evacuated Bajor, presumably because all of its resources had been stripped and nothing was gained by staying. This action, which included leaving many Cardassian orphans behind, is often blamed on the orders of the Civilian Assembly (of which Kotan Pa'Dar was a member of). Dukat returned to the station shortly after Starfleet took administrative control in order to meet Commander Sisko and to assure him that the Cardassians were willing to give assistance to the station whenever needed. Dukat sent his ship into the Wormhole shortly after its discovery and was stranded on the other end due to damage to the ship during the passage. Eventually the Cardassian warship was towed back to Bajoran space by Commander Sisko in USS Rio Grande. He was in communication with the station again later in the year in connection with the detainment of Aamin Marritza, suspected by Major Kira of being a Cardassian war criminal. Dukat was originally reluctant to give the station any information and simply demanded that Marritza be released immediately. He eventually complied and the information he provided proved that Marritza was not involved in any war crimes. In 2370 he contacted DS9 and issued an official apology from the Cardassian High Command regarding the discovery of a forced labor camp on Cardassia IV. The Hutet labor camp had been infiltrated by Major Kira and Chief O'Brien in order to rescue Li Nalas, a famous Bajoran war hero who was thought to have been dead. Dukat claimed that the Cardassian government had no knowledge of the camp and promised that its prefect would be properly punished. He was finally able to attempt to discredit Kotan Pa'Dar in 2370 when Rugal caused an incident on DS9 that brought him and the existence of other Cardassian orphans to the surface. Pa'Dar's supposed involvement in the ordering of the evacuation of Bajor and the abandonment of Cardassian orphans played perfectly into Dukat's plans to ruin Pa'Dar. An investigation conducted by Dr. Bashir and Garak uncovered the evidence regarding Rugal's abduction. With his involvement revealed, Dukat abandoned his plans to ruin Pa'Dar's political career and left DS9 without comment. After the destruction of the Cardassian freighter Bok'Nor at DS9 in 2370, Dukat left Cardassia and made passage to DS9 as an unregistered passenger on a Kotakian ship. After arriving at the station he made his way to Commander Sisko's quarters and persuaded Sisko to accompany him to Volon III, a former Federation colony ceded to the Cardassians during the border realignments, in order to find out who was responsible for the freighter's destruction. Dukat was acting on his own in this matter and Central Command had no knowledge of his actions. Dukat was aware that a Federation colonist from Volon II had already been captured and confessed to sabotaging Bok'Nor. After Sisko saw the confession and heard complaints concerning violence against the Federation colonists now living under Cardassian jurisdiction, he and Dukat returned to DS9. Shortly after returning to the station Dukat was abducted by an anti-Cardassian organization that would later proclaim itself as the Maquis. He was taken aboard a freighter falsely registered to the Galadorans and brought to an uncharted planet near the Federation/Cardassian DMZ. A Vulcan member of the Maquis attempted to mind-meld with him in order to obtain information but was unsuccessful because of Dukat's strong mental discipline. He was rescued by a party from DS9 and taken back to the station only to find out that the Cardassian Central Command had claimed that he was part of a group of misguided officers who were supplying weapons to the Cardassian colonists along the DMZ. Having previously denied that Central Command was smuggling weaponry to the DMZ, Dukat realized that had been deceived by his own superiors, some of whom still blamed him for not killing every Bajoran he could during his withdrawal from Bajor in 2369. Working with Sisko in order to prevent a full-scale war, Dukat managed to discover the location of the Maquis' next target: a secret Cardassian weapons depot located within the DMZ. DS9's entire runabout complement was sent to the Bryma colony to intercept the Maquis attack. Dukat, accompanying Sisko onboard USS Rio Grande, was angered and disappointed when Sisko allowed a Maquis vessel to escape after successfully preventing them from attacking the weapons depot. After a brief layover at DS9, Dukat returned to Cardassia. While patrolling near the Federation/Cardassian DMZ in 2371, Dukat was surprised and amused to receive an automated distress call from himself indicating that there was a worker revolt on Terok Nor. Arriving at Deep Space 9 and beaming aboard the station, Dukat found that a series of old counter-insurgency security programs had accidentally been triggered by station personnel. Knowing that he was the only one that could stop the station's self-destruct sequence, Dukat tried to strike a deal with Major Kira that would allow a small Cardassian garrison to be permanently stationed on DS9. Planning on returning to his vessel while awaiting Kira's response, Dukat found that he could not transport off the station. An automated recording from a Cardassian legate informed him that he was suspected of abandoning his post during a self-destruct sequence and that all of his security access codes had be rescinded. Forced to help station personnel in order to save his own life, Dukat devised a plan to neutralize the forcefields that had cut off the Operations Center and had prevented anyone from reaching the main fusion reactor to prevent its explosion. Ultimately, Commander Sisko was able to reach a control junction and diverted the reactors explosion into the station's deflector shields. Following the theft of USS Defiant from DS9 in 2371 by Maquis sympathizer Thomas Riker, Dukat was called to the station and informed that Defiant was in the hands of the Maquis. Angered that Starfleet would allow such a breach of security, Dukat explained that the Central Command would send a small fleet after Defiant to ensure its destruction at all costs, even to the point of violating the DMZ treaty. As a measure of good faith and to prevent any drawn-out conflict, Commander Sisko agreed to return to Cardassia Prime with Dukat and assist in stopping Defiant. When it became clear that Defiant was heading toward the Orias system, Obsidian Order observer Korinas made it known that the Order would not allow any ships inside the system, not even Cardassian ships. Korinas' threat became real when a total of six Keldon class warships, not under the authority of the Cardassian Guard, emerged from the Orias system to confront Defiant. In a deal suggested by Sisko, Dukat agreed to let Defiant and her Maquis crew go in exchange for Riker and the sensor information collected on the Orias system by Defiant. Riker agreed to these conditions and surrendered to one of the ships of the Guard that had pursued him to the Orias system. At Sisko's request, Dukat was able to convince the Ministry of Justice to commute the standard death sentence for Riker in favor of life imprisonment in a Cardassian labor camp. In 2371 he contacted Sisko after learning of Sisko's intent an building a replica of an ancient Bajoran solar-powered craft in order to prove that the Bajorans had developed space travel 800 years ago as Bajoran history claimed. Dukat tried to convince Sisko not to go through with his plans to journey to the Denorios Belt and back, claiming that he was concerned with Sisko's safety. Later, when Sisko's little vessel appeared in the Cardassia system after having been caught in a tachyon eddy that had propelled the ship past sublight speeds, Dukat was there to greet him. Somewhat reluctantly Dukat read a message prepared by the Cardassian government which indicated the Cardassian's acceptance that the ancient Bajorans had developed space travel before the Cardassians. The message also indicated that the ruins of a Bajoran spacecraft had recently been discovered on Cardassia, the first time the Cardassians had ever admitted that the Bajorans had been the first to make contact between the two races. Following the overthrow of the Central Command by a civilian coup sometime in late 2371 or early 2372, Dukat was promoted to legate and given the position of chief military advisor to the Detepa Council, the new governing body of the empire. In early 2372, while still dealing with the new political and social changes occurring on Cardassia Prime, he was contacted by Garak and told the surprising and disturbing news that a large fleet of Klingon warships was heading for Cardassian territory as part of a massive invasion. A short time later, with the Klingon invasion in full force, he was contacted by Captain Sisko, who wanted to arrange to escort the Detepa Council out of Cardassian space to the relative safety of DS9. Dukat agreed to rendezvous with USS Defiant at a set of coordinates specified by Sisko and proceeded to gather the council members aboard cruiser Prakesh. Upon reaching the rendezvous site Prakesh was attacked by three Klingon birds of prey. Defiant arrived in time to defend Prakesh but not before the ship had suffered severe damage. After beaming the council members aboard, Defiant returned to DS9 to find a large group of Klingon warships waiting for them. The Klingons, who believed that the Detepa Council had possibly been infiltrated by Changeling spies, soon launched an assault on DS9. When Klingon boarding parties were able to beam aboard the station in an effort to capture or kill the council, Dukat found himself fighting in the corridors of DS9 along with Garak. After the Klingons were convinced to halt their attack on DS9 and following their subsequent withdrawal from most of the Cardassian territory they had conquered, Dukat safely returned to Cardassia Prime with the council members. Later in 2372 the Cardassian government somehow discovered that Major Kira had been contacted in regards to a possible clue to the fate of Ravinok. Dukat was sent to the station immediately to act as an official Cardassian representative in the search effort. Dukat and Kira boarded USS Rio Grande and set course for the Badlands, where they meet with Bajoran scrap merchant Razka Karn. Razka showed them a metal fragment that he had acquired from a Ferengi merchant that he believed might be from Ravinok. Dukat's analysis confirmed that the fragment was from Ravinok and he and Kira set course of the Dozaria system, where the fragment had originally been discovered. Arriving in orbit of the only Class M planet in the Dozaria system, Dukat and Kira found that severe ionic interference in the planet's atmosphere limited sensor readings and prevented transporter usage. Landing Rio Grande near the location of a faint magneton signature, Dukat and Kira set out on foot and soon came across the wreckage of Ravinok. Twelve shallow graves were found close to the wreckage and Dukat insisted that he be allowed to identify the bodies so as not to violate Cardassian burial traditions. Digging through the graves Dukat found one that contained a Bajoran pledge bracelet that had belong to Naprem but found no evidence that Ziyal had been killed. Kira's investigation of Ravinok's computers revealed that the ship had been attacked by two unidentified warships that chased her to the Dozaria system and forced her to crash on the planet. Kira then used her tricorder to search for traces of tritonium isotopes which would be emitted by subdermal implants often carried by Bajoran resistance fighters. When isotopes were detected the two set out in the direction indicated by the tricorder. At one point Dukat and Kira stopped in a cave and Dukat was confronted about the identity of Ziyal, whom Kira had noticed was aboard Ravinok while searching through the ship's computers. Dukat admitted that Ziyal was his daughter by Naprem, and then shocked Kira by revealing that he would have to kill her if she was still alive. He reasoned that his alliance with the new Cardassian government had made him many enemies that would not hesitate to use Ziyal against him. It was Dukat's position that he had to protect his family by assuring his own ability to provide for them. Kira told Dukat that she would not allow him to kill Ziyal and then the two resumed following the tritonium isotope trail. They eventually found a small dilithium mine being run by the Breen, who were using the survivors of Ravinok, both Cardassian and Bajoran, to mine dilithium for them. Dukat immediately spotted Ziyal as one of the survivors and suggested that Kira return to DS9 for help. Kira refused to leave Dukat alone and the two worked together to infiltrate the mine using Breen uniforms as disguises. Shortly after liberating a group of the prisoners Dukat ran off on his own in search of Ziyal. When he found her he drew a weapon on her and prepared to fulfill his mission. Ziyal was not entirely surprised at this action, as she had been told by the other Cardassian prisoners that Dukat would never allow her to live if he ever found her. Kira pleaded with Dukat not to shoot Ziyal, and he eventually dropped the rifle and made the decision to accept Ziyal into his family. Following a return to DS9, Dukat, Ziyal and the Cardassian survivors of Ravinok departed the station and returned to Cardassian Prime. Upon his return home Dukat's mother disowned him and his wife left him and took all of their children with her. A week later he was demoted back to the rank of gul and given command of a freighter named Groumall. Dukat took this in stride, believing that he was being punished accordingly for his infidelity. In spite of his loss of position, Dukat had no regrets in sparing Ziyal's life and never acted ashamed or embarrassed by her. Later in 2372 Dukat was given the assignment of transporting Major Kira to a Cardassian/Bajoran conference on Korma. When Groumall arrived at Korma Dukat discovered that the outpost there had been destroyed and all of the assembled dignitaries killed. The culprit in the attack was made clear when a Klingon bird of prey decloaked nearby. In spite of the limited armament of his freighter, Dukat ordered his crew to fire on the bird of prey. The resulting phaser fire failed to penetrate the hull of the Klingon ship in spite of the fact that its shields were not raises. The bird of prey ignored this attack and warped out of the system. Dukat was disappointed with the Klingon response, since it indicated that Dukat and his ship were of no threat to the Klingons. With the nearest Cardassian warship three days away in the Dopa system, Kira suggested pursuing the Klingons to make them pay for their actions. Dukat was surprised at this idea but even more surprised when Kira brought up the idea of salvaging a planetary disruptor from the Korma outpost to use as a weapon. Dukat was skeptical because the disruptor had never been designed to fire from a moving ship. He was also concerned with the cargo that he would have to dump in order to make room for the massive weapon. In spite of the personal profit he would lose from the traditional percentage taken by the captain of a freighter, Dukat agreed in order to satisfy his desire for revenge and the opportunity to reclaim his former glory. When the disruptor was properly tested Dukat and Kira were forced to predict the next target of the Klingon raider. Dukat believed that the secret weapons research station on Loval would be a prime target, especially since it was far from the main Cardassian fleet. Needing a way to lure the Klingon ship into the field of fire of the disruptor, Dukat suggested creating a false dilithium signature by modifying the freighter's subspace transceiver. Upon arriving at Loval the transceiver was activated even though there was no sign of the bird of prey. The Klingon vessel soon appeared, however, and began scanning Groumall. The Klingon captain then hailed the freighter and made it clear that he intended to take its cargo. While Groumall was being towed in towards the Klingon ship Dukat ordered the cargo hold doors opened and the disruptor fired. The resulting shots knocked the bird of prey's impulse engines off-line and left her adrift. The Klingons returned fire and severely compromised Groumall's shields, which could not take another assault. On the advice of Kira, Groumall's entire crew formed a boarding party that beamed over to the Klingon vessel. Kira then used her knowledge of Klingon transporter codes to beam the Klingon crew over to Groumall. Upon reaching the bridge Dukat immediately destroyed Groumall with a disruptor barrage. Kira was not pleased with this act, but Dukat felt that it was an appropriate response. When the target priorities of all Klingon raiders were discovered in the bird of prey's computers, Dukat contacted the chairman of the Detepa Council to inform him of his victory. Although he was successful in getting his rank and position restored, Dukat was angered that the council would not allow any military response against the Klingons. The council wished to pursue a diplomatic solution, which only made Dukat feel that his race had been beaten and defeated by the Klingon invasion. Prepared to stand alone, Dukat was unsuccessful in convincing Kira to join him in his personal vendetta against the Klingons. Following the completion of repairs the captured bird of prey set course for DS9 to return Kira. During the trip Kira decided that Ziyal, who had been travelling with Dukat, should not be subjected to the life of a mercenary and proposed that she be allowed to stay on DS9. Dukat agreed and promised to return for her as soon as his mission against the Klingons was completed. In early 2373 Dukat returned to DS9 after receiving a message from Kira, who had made mention of Ziyal. When he arrived Dukat learned that Kira had lured him there in order to request his assistance in smuggling four DS9 officers-Sisko, O'Brien, Worf and Odo-into Klingon territory in an effort to stop the war between the Klingons and the Federation. Dukat was highly amused to see Sisko and his officers surgically altered to resemble Klingon warriors, and was impressed with the audacity of their plan. On the journey to Ty'Gokor, the location of the Klingon military command, Dukat encountered another bird of prey. Seeing that his ship's holofilter was damaged and inoperable, Dukat simply destroyed the other bird of prey. As they continued through Klingon territory Dukat saw that appropriate identities for the Klingon imposters were created and arranged for their names to be added to the candidates list for the Order of the Bat'leth. Upon arriving at Ty'Gokor the four disguised officers were beamed down, having been told by Dukat that he would not wait for them as he had previously agreed to. Along with the unexpected damage to the holofilter, Dukat believed that Sisko and his men would either succeed or be killed in their efforts to reveal Chancellor Gowron as a possible Changeling. Later in 2373 Dukat visited DS9 in order to visit Ziyal and repair damage his bird of prey had received during a skirmish with a Klingon battle cruiser. When he arrived on the Promenade he found Garak talking with Ziyal and threatened to kill Garak if he did not leave his daughter alone. Dukat would later confront Kira about Ziyal's interest in Garak. Although Kira explained her belief that Ziyal was old enough to make her own decisions, Dukat believed that Kira had betrayed him-something that he promised he would not forget. When Dukat soon learned that a Dominion invasion fleet was heading for the Wormhole he ordered Ziyal to prepare to leave the station the next morning so that she could be taken to Cardassia Prime. When USS Defiant returned with evidence that at least 50 Jem'Hadar warships were on their way Dukat offered his ship and crew as part of DS9's defenses. The following morning Dukat was upset to find that Ziyal refused to leave the station. Dukat realized that she was waiting for the return of Garak, who had gone into the Gamma Quadrant to investigate a mysterious message that had originated from Enabran Tain. Seeing that his arguments were futile, Dukat gave up trying to convince Ziyal to leave. A short time later the Jem'Hadar fleet passed though the Wormhole and swarmed into the Alpha Quadrant. Near the end of 2373 the Dominion became concerned when Starfleet began to mine the entrance to the Wormhole, an act that would cut off Dominion forces stationed in Cardassian territory from further reinforcement and supply. Vorta diplomat Weyoun traveled to DS9 to talk with Captain Sisko, but when he returned it was clear that the Dominion would have to attack the station and stop the minefield from being completed. As an attack fleet was being prepared the Bajorans unexpectedly signed a non-aggression treaty with the Dominion. This did not sit well with Dukat, who had a strong desire to subjugate the Bajoran people again after reclaiming Terok Nor. As the Jem'Hadar and Cardassian fleet approached DS9 Dukat contacted Sisko and asked for his surrender. Sisko did not comply and the fleet prepared for an assault. Less than a half an hour later the fleet arrived at DS9 and Weyoun was forced to remind Dukat that Bajor was not to be attacked in spite of Dukat's desire to do just that. While some ships were ordered to attack USS Defiant, which was still in the process of laying the minefield, the majority of the fleet commenced its attack on DS9. Weyoun was surprised that the station's shields were able to hold off Dominion weaponry, but Dukat knew enough not to underestimate the technical advancements that Starfleet was capable of. With the station's shields down to 35% Dukat ordered all firepower concentrated on section 17 of the outer docking ring in an effort to break through the shielding. In spite of their efforts the Dominion was unable to stop Defiant from completing the minefield, which employed numerous small cloaked mines. The remaining Dominion forces retreated while reserve forces were called forward in preparation for a final assault on the station. During this lull in the battle Starfleet evacuated all of its personnel from the station, leaving it with only a small Bajoran crew. Although Dukat was unaware of it at the time, the lack of Starfleet reinforcements had been due to an attack on the Torros III shipyards that had been conducted by a combined fleet of Starfleet and Klingon vessels during the Dominion attack on DS9. The Dominion fleet was then contacted by Major Kira and welcomed aboard the station. Upon arriving aboard Dukat and Weyoun were greeted by Kira and Security Chief Odo. Dukat was quite pleased that he had finally been able to take back his old command, but found the operations center in shambles because of sabotage committed by Sisko. Upon entering his old office Dukat found that Sisko had taken everything but a baseball, a sign that Sisko intended to return and retake the station Although Dukat had promised Weyoun that it would only take him and his forces a month to destroy the minefield, three months into the war the minefield was still intact. The war with the Federation was going well and Dukat was not overly concerned with the status of the mines. After he learned that Bajoran citizens were returning to the station he had Damar double security patrols. When Major Kira requested that Bajoran security forces be reinstated with weapons Dukat rejected the idea outright. Kira tried to convince Weyoun that it was in accordance with the responsibilities that Bajor was supposed to share in running the station, but Weyoun brushed off the idea for another time. After Kira and Damar left Weyoun confronted Dukat and told him that Dukat was to make him aware of all decisions regarding station policy. Weyoun asked Dukat why the minefield was still in place, but Dukat assured him that it was only a matter of time before the mines were removed. Weyoun was becoming concerned about the lack of troop reinforcements and dwindling Ketracel-White supplies. Dukat would later request Kira's presence in his office, and proceed to express his disappointment that they had spent little time together since his arrival. Kira had little interest in Dukat's advances, believing that he had sold his people to the Dominion. Dukat's decision to deny Bajoran security forces on the station was overturned when Odo made a direct request to Weyoun, who agreed immediately. Dukat was further annoyed when Weyoun asked Odo to join the station's ruling council, which had previously consisted only of Weyoun and himself. Some time later Dukat would return to DS9 from Bajor, where he had managed to convince Ziyal to return to the station. Ziyal had been attending a university on Bajor, but was not fully accepted by the Bajorans because of her heritage and parentage. Kira greeted Dukat upon his arrival, a task that usually required her to wear a formal dress uniform, and was surprised and pleased to see Ziyal. Dukat then announced that he had planned a dinner for that evening in his quarters at 22:00. Kira attended the dinner for Ziyal's sake, and she and Dukat learned that Ziyal had been learning to draw on Bajor under the tutelage of a Vedek. Ziyal's drawings reminded Dukat of Nanpart Malor, the founder of the Valonnan art school on Cardassia. Dukat was pleased to hear the Ziyal had spoken with the director of the Cardassian Institute of Art and that some of her work might be chosen for an exhibit to be held the next month. Dukat would later reluctantly admit to Kira that Ziyal's time on Bajor was a good thing. He also expressed his gratitude at the efforts Kira had made to befriend Ziyal. Later, after making a speech in the wardroom in which he promised that Cardassia would provide Bajor with fifteen industrial replicators as a sign of cooperation, Dukat informed Kira that the Cardassian Institute of Art had agreed to exhibit some of Ziyal's drawings. He told her that he was planning a celebration at 21:30 in his quarters, and would later send Damar to Kira's quarters with a dress he wished her to wear for the event. Kira quickly returned the dress and made it clear that she did not want anything to do with him. The opportunistic Dukat then present the dress to Ziyal so that she could wear it to the celebration.
